THE authorities should improve the East Coast Expressway 2 (LPT2) before even thinking of collecting toll, says the Terengganu Youth Council.

Its chairman Zaidi Muda said the NGO was not against paying toll for using LPT2 but “motorists should feel that using the highway is worth their money”.
