THE Seberang Prai Municipal Council (MPSP) has made it compulsory for dog owners to submit vaccination certificates together with their licence application for their pets next year.
MPSP president Datuk Maimunah Mohd Sharif said the move was introduced effective Sept 18 as a precaution against the rabies outbreak.
