ORIENTAL Art & Cultural Association (OACA) will celebrate its fifth anniversary by staging its first Chinese New Year Carnival on Feb 8.
The event is expected to be launched by Deputy Women, Family and Community Development Minister Datin Paduka Chew Mei Fun.
