New Chinese guidelines meant to address the plight of tens of millions of children “left behind” by parents working in teeming cities are too weak to help significantly, a child rights advocate said recently.
There are more than 60 million such children in China, largely in poor rural areas, and their circumstances have repeatedly made grim headlines.
