Housing finance scheme hits 63% of annual target

JAKARTA: The Public Housing Savings Management Agency (BP Tapera) says that funding from the Housing Finance Liquidity Facility (FLPP) programme has so far supported 220,251 housing units, covering 63% of this year’s goal.

The agency remains upbeat about hitting its ambitious target of delivering 350,000 subsidised homes for low-income families (MBR) by the end of the year, reinforcing its commitment to expanding affordable housing access nationwide.

BP Tapera commissioner Heru Pudyo Nugroho said the progress reflected strong coordination among the government, banks, developers and local administrations.

“We are optimistic that with the collective efforts of all stakeholders, including the banking sector, developers, associations and local governments, the target is not only realistic but achievable,” Heru said in a statement. According to the agency’s latest data, construction is underway for 7,512 housing units, while 19,143 homes have been completed and are ready for sale but have yet to be contracted.

Another 16,653 units are at the pre-approval stage, and 2,610 units have reached the loan agreement stage, with total disbursements amounting to 27.3 trillion rupiah.

“In total, there are 45,918 housing units currently in progress, and there is still a queue in the database that needs to be promptly followed up by the banks,” Heru added.

The programme is distributed through 39 partner banks in collaboration with 22 housing associations and 7,684 developers, spanning 12,224 housing projects across 33 provinces and 398 cities and regencies throughout Indonesia.

Heru emphasised that this expansion demonstrates BP Tapera’s tangible contribution to President Prabowo Subianto ’s national target of building three million new homes.

During a recent evaluation in Banyuwangi, East Java, BP Tapera deputy commissioner for fund accumulation Doddy Bursman noted that the agency is also working to expand access for non-fixed income workers, a group that remains largely underserved in the distribution of subsidised housing.

He pointed out that currently, only 13% of FLPP disbursements go to non-fixed income workers.

“There is significant potential within this group, and we hope that both developers and banks will begin targeting this segment to make the programme more inclusive,” Doddy said.

He added that BP Tapera is urging faster progress in both construction and mortgage approval processes to meet the year-end target.

However, challenges remain, including inaccuracies in targeting FLPP recipients and occupancy rates that currently stand at 93%.

Since its inception in 2010, Doddy said the government has disbursed more than 141 trillion rupiah under the FLPP scheme, facilitating 1.81 million housing units for low-income families.

Earlier this year, around 26,000 subsidised homes were launched under the FLPP framework as part of President Prabowo’s broader three million houses programme, aimed at addressing Indonesia’s persistent housing backlog. However, the programme was recently removed from the list of National Strategic Projects (PSN) under Coordinating Economic Minister Regulation No. 16/2025, raising concerns about the continuity of state-backed support. — The Jakarta Post/ANN
