Hanoi sets new target for gross regional domestic product


The People’s Council of Hanoi has passed a resolution, with 22 targets and 10 main groups of tasks in 2023. Under the resolution, the growth rate of GRDP is planned to increase by about 7% in 2023.

HANOI: Hanoi is aiming for its gross regional domestic product (GRDP) per capita to reach about 150 million dong (US$6,350 or RM28,105) by 2023.

It is one of the targets set under a resolution on the city’s socio-economic development plan in 2023, which was recently approved by the People’s Council of Hanoi.

The resolution, with 22 targets and 10 main groups of tasks in 2023, was approved last Saturday.

Under the resolution, the growth rate of GRDP is planned to increase by about 7% in 2023.

The resolution also aims to increase export turnover by 6%, get the consumer price index below 4.5%, the number of public schools meeting national standards increased by 81 and the unemployment rate in urban areas to less than 4%.

The overall goal of the plan is to maintain stability and ensure major balances of the economy, control inflation and promote growth, continue restructuring the capital city’s economy, consolidate and develop new growth engines, as well as improve the internal capacity, resilience and adaptability of the capital’s economy.

The plan aims to focus on comprehensive development of the fields of culture and education, effectively control diseases, ensure social security and improve the people’s material and spiritual life.

Besides this, it aims to enhance the development of digital infrastructure, science and technology activities, innovation, creativity and start-ups, strictly manage and effectively use land and resources, protect the environment, and actively respond to climate change, continue administrative reform, rearrange the apparatus, tighten discipline and raise responsibility in society.

It also aims to strengthen the application of information technology in state management, build a digital government, improve the ranking of indicators such as the Provincial Competitiveness Index, Public Administration Reform Index, Public Administration Performance Index and Satisfaction Index of Public Administrative Services.

Fighting corruption, negativity and wastefulness will also be addressed, as will national defence, the local military and social order and safety.

Nguyen Thanh Xuan of Ha Dong District said that next year the economy is forecast to face difficulties, so the city needs specific solutions in supporting local state-owned enterprises to strengthen production and promote revenue generation for the city’s budget.

Duy Hoang Duong of Hoai Duc District said the city should boost the planning of the education and health networks to suit the development of the capital and build autonomy mechanisms for these two fields.

In addition, the implementation of administrative reform should be carried out consistently from the city level to the commune level, he said.

Chairman of the People’s Committee of Hanoi Tran Sy Thanh said next year would be complicated and unpredictable, in terms of politics, security, the economy and society.

In order to fulfill the targets, the committee will drastically renew the direction and administration on the principle of strictly abiding by the provisions of the law and the working regulations of government, improve the effectiveness of the political system from the city to the grassroots, and serving the people and businesses, he said.

It also will foster digital transformation of state management activities from traditional methods to information technology applications, develop digital infrastructure to serve online public administrative services, establish the model of “Digital Government – Digital Citizen” to drastically stimulate the investment environment, he added.

Moreover, perfecting institutions, policies and long-term development orientation of the city will also be enhanced, he said. — Viet Nam News/ANN
