FRANKFURT, Germany: The European Central Bank will underline its determination Thursday to keep raising interest rates as it tries to restrain inflation, even though higher borrowing costs will add pressure on the debt-laden economies of Greece, Ireland and Portugal.
As the rest of Europe's economy shows strength, the ECB is increasingly making it clear that it alone can't help the so-called eurozone periphery through its debt crisis.
