The 10th Malaysia Plan (10MP) clearly articulated the role of information and communications technology (ICT) as the bedrock for the nation to vault to high-value economy.

ICT is one of the national key economic area in the 10MP.

The imprint of ICT can be seen in the entire blueprint of the plan. At MDec, we are very energised by the announcement as our next phase of growth, MSC 2.0, sits squarely in the epicentre of this ICT enablement.

It is important to note that the country’s ICT industry, which included hardware, software, services and telecommunications clusters, accounted for approximately 9.8% of the country’s total gross domestic product in 2009.

THE association is also appreciative that the Government will focus on the development of the five corridors which will be expedited.

The industry also hopes the Government will ensure the speedy award and efficient implementation of high-impact projects such as the mass rapid transit and highways.

But MBAM urges the Government to ensure that there are sufficient number of skilled workers before considering any changes in the levy structure.

Malaysian Biotechnology Corp

THE 10MP underscores the significance of Malaysia’s biotechnology industry as an emerging contributor to national gross domestic product (GDP).

The plan also calls for the integration of biotechnology and platform technology in the services, manufacturing and agricultural sectors to achieve the targeted 6% annual GDP growth from 2011 to 2015.

THE significant shift in the locus of development allocation of RM230bil in the 10MP to 40% for intangible capital from 22% in the preceding 9th Malaysia Plan is very timely and wholly appropriate.

It is precisely what the New Economic Model needs and dictates in order to structurally transform the economy on the path of knowledge-based growth, inclusiveness and sustainability.

The plan touches many parts of our work at Khazanah. This will give fresh impetus in many areas including in economic cluster development in Iskandar Malaysia, in government-linked companies’ transformation and collaboration, in talent development and education; as well as in nine of the 12 identified national key economic areas.
