BEIJING (AP) - Hoping to attract needed capital, China's northeastern industrial base of Liaoning has begun allowing foreign investors to buy out big state-owned companies, state media reported Friday.
The change in policy began in the second half of this year, the reports cited Liaoning's vice governor, Li Wancai, as saying.
