NEW DELHI (AP) - India's Parliament passed the national budget Thursday in a half-empty house without debate, after Prime Minister Manmohan Singh's government expressed anguish and anger over an opposition boycott.
The opposition failed to show up after accusing the mild-mannered and soft-spoken Singh of insulting them when he refused to discuss the budget at a private meeting.
