President Gloria Arroyo said the Philippines is already in the midst of a fiscal crisis, and urged the people to be prepared to make sacrifices for the nation's well-being.
“We are already in the midst of a fiscal crisis and we have to face it squarely – wielding our courage, resourcefulness and solidarity as a nation and people,” she said in a statement.
