Preah Sihanouk authorities reiterate ban on use of coastal sand in construction

PHNOM PENH: The use of sand from the ocean and all coastal regions in construction is prohibited. This type of sand contains a higher salt content, warned Cambodian authorities, and this can cause steel to corrode quickly, thereby affecting the quality of construction and compromising safety.

The Preah Sihanouk Provincial Administration has notified sand depot owners, ready-mix concrete businesses, and the public that, in accordance with the construction law, the use of all types of coastal sand is prohibited.

“To ensure safety and ensure the quality of construction projects, to protect human lives, and to maintain public order and security, the provincial administration strictly prohibits the sale or use of sea sand and all types of coastal sand in the construction sector within Preah Sihanouk,” read a public notice released by the administration on April 9.

If a provincial working group finds this sand being sold or used as a raw material for mixing concrete or in other forms of construction, the administration will take strict action.

These measures may include halting all business and construction activities, imposing administrative penalties and/or preparing legal cases for referral to court.

The administration also instructed the Provincial Police Commissioner, the Provincial Gendarmerie Commander, the governors of all towns and districts, and the heads of relevant departments and units to disseminate the notice widely.

Cheng Srong, head of the provincial Department of Land Management, Urban Planning and Construction, declined to comment on the issue, requesting that inquiries be directed instead to Long Dimanche, deputy provincial governor.
