HANOI (Bernama-VNA): Vietnamese Prime Minister Pham Minh Chinh has urged international partners to support Vietnam in advancing its technological capabilities, particularly in artificial intelligence (AI) and semiconductors, Vietnam News Agency (VNA) reported.

Speaking at the "Taking the Lead: Vietnam’s Proactive Strategy for Semiconductor & AI Advancement in the New Era" policy forum on Friday, held as part of the AI-Semiconductor Conference (AISC 2025), he reaffirmed Vietnam’s commitment to science, technology, and digital transformation as key drivers of economic growth.

With a vision to become a high-income developed country by 2045, Chinh acknowledged Vietnam’s modest economic scale and vulnerability to external shocks, stressing the need to mobilise resources and innovation to achieve this goal.

"Resources originate from thinking, motivation stems from innovation, and strengths come from the people and businesses,” he said, setting a target of at least 8 per cent GDP growth in 2025 to pave the way for double-digit expansion in the following years.

Recognising policy bottlenecks as a major challenge, the government is drafting policies to support AI and semiconductor industries while pledging to cut at least 30 per cent of administrative procedures, decentralise decision-making, and boost stakeholder creativity.

Vietnam also plans to strengthen infrastructure development, including transport networks, digital infrastructure, and energy systems, to support semiconductor and AI production.

A key priority is human capital, with a target to train 100,000 engineers in the fields.

Chinh called for international assistance in policy reform, administrative streamlining, financial support, and technology transfer, urging corporations to create opportunities for Vietnamese professionals in global leadership roles.

The Vietnamese government remains committed to ensuring a conducive business environment for foreign enterprises in line with the principle of "harmonising benefits and sharing risks.”

During the event, Chinh, Deputy Prime Minister Nguyen Chi Dung and other officials witnessed the launch of initiatives on semiconductor workforce development, startup incubation, and support for Vietnamese firms in AI and semiconductor industries.

AISC 2025, running from March 12-16 in Hanoi and Da Nang, is organised by the National Innovation Centre (NIC) in collaboration with Aitomatic (USA), drawing over 1,000 industry leaders, experts, investors, and international representatives.

Themed "Creating the Future: Connecting Global AI and Semiconductor Technology," the event features workshops, exhibitions, investment networking and discussions on Vietnam’s AI and semiconductor roadmap. - Bernama-VNA
