KUALA LUMPUR mayor Datuk Seri Ahmad Fuad Ismail launched the Kuala Lumpur Local Agenda 21 (LA21) Programme, themed Safe City, yesterday.
Safe City (Bandar Raya Selamat) is the fourth and final theme for the KL LA21 Programme, which earlier featured the following themes — Clean and Beautiful City (Bandar Raya Bersih dan Indah), Prosperous City (Bandar Raya Sejahtera) and e-City & Prosperous City (e-Bandar Raya & Bandar Sejahtera).
Safe City means that city folk would be free from all physical, social and mental threats that are disturbing the local community’s wellbeing.
The launch also saw the signing of a memorandum of understanding (MoU) by 22 partners comprising non-governmental organisations (NGOs), private agencies and community-based organisations that will work towards making the KL LA21 Programme themed “Safe City” a success.
In his speech, Ahmad Fuad said: “The LA21 process stresses on having the local authority to work with relevant parties like the government, private sector and community in sustainable development programmes that are implemented at a local level towards creating a comfortable, safe and harmonious environment and creating a community that is aware about environmental issues.
“The LA21KL is an improvement in the Kuala Lumpur City Hall’s (DBKL) efforts in encouraging community participation.
“For example, the DBKL’s planning process involves public participation during the structure plan and local plan preparation, as provided under the Kuala Lumpur Federal Territory (Planning) Act 1982.”
Ahmad Fuad said the KL LA21 can also be seen as a manifestation of good governance and be used as a method in increasing efficiency in urbane governance.
On the MoU signing, he expressed hope that all the partners, who are experts in various fields, would be willing to share their experiences and expertise in making the programme a success.
A two-day Community Vision Development and Safe City Action Plan Preparation workshop was also held in conjunction with the event.
