AS an introduction, the International Aid for the Protection and Welfare of Animals (IAPWA) is a global non-governmental organisation based in the United Kingdom that signed the memorandum of understanding (MoU) with Penang Island City Council to work hand in hand to manage the stray dog population on the island via the Trap-Neuter-Release (TNR) project.
