Schools should also be party to delegation of authority

I REFER to the report “Changes to State, District Offices” (The Star, Jan 17) on the proposal by the Education Ministry to give state education departments (JPN) and district education offices (PPD) more authority and accountability in decision-making.

The news is indeed welcome and whatever the motives for this decentralization of powers, I believe it should also include schools. This would lead to increased autonomy of the schools and allow for improvement in delivery of service to parents and students.
