WE often underestimate the work of local authorities, dismissing it as largely solving the problems of uncollected rubbish and clogged drains. We quickly change our tune when that uncollected rubbish is in ugly, stinking heaps right outside our homes, or when clogged drains cause flash floods in our neighbourhoods.
But even if we do not suffer such inconveniences, we ought to appreciate the importance of local government.
