Najib: PMC ‘failed to control costs’

KUALA LUMPUR: Project Management Consultant (PMC), which supervises and manages government projects, has failed to control costs, designs and scope of those projects, resulting in higher costs, Datuk Seri Najib Tun Razak said.

In many cases, the scope of the projects was bigger than required and was “over-built,” causing costs to go up, said the Deputy Prime Minister.

“The Government generally feels that the PMC needs to put its control on the costs, scope and designs of the projects in better order,” he said at the Umno Youth Hari Raya open house at the Titiwangsa indoor stadium here yesterday.

He added that the Government did not want to be burdened by huge expenses.

He also noted that the PMC had failed to comply with standards in building structure.

However, he said PMC’s failures should not be “over-generalised.”

Najib said the Government would also have to consider the implications of terminating the services of the PMC because many of the PMC firms were set up and owned by Bumiputra professionals.

“This issue also has to be overcome,” he said.

On calls for a White Paper on projects handled by the PMC, Najib said it was unnecessary.

He said an internal audit could find out more on what had occurred with PMC’s supervision of the projects.

He added that the PMC was appointed to supervise the implementation of government projects because the Public Works Department was overburdened by those projects.

On electing the post of Dewan Rakyat Speaker, Najib said it was preferable that there was no contest as the person for the job should be accepted by all MPs. The DAP has nominated its deputy chairman Dr Tan Seng Giaw for the post while Barisan Nasional has named Tan Sri Ramli Ngah Talib for the post which will be decided in Parliament today.
