KOTA KINABALU: It is not the stand of Manila to include Sabah as a "federal state" under proposed changes to the Philippines constitution, said Foreign Minister Datuk Seri Anifah Aman (pic).
Anifah said that Philippines Foreign Secretary Alan Peter Cayetano had told him that that the proposal on Sabah was the personal view of a senator.
