KOTA KINABALU: Rapid development over the past 20 years that has seen the reclamation of swamps and low-lying areas to build shops and office buildings has come at a cost to the environment, says Datuk Seri Yahya Hussin (pic).
The state Deputy Chief Minister said rainwater could not flow efficiently, causing flash floods in certain areas around Kota Kinabalu.
