BATU GAJAH: The chairman of a welfare home, accused of allegedly locking up disabled children in cages, has refuted claims of mistreatment.
Handicapped Children’s Welfare Home chairman R. Sivalingam said of the 47 residents, 10 of them were suffering from severe mental disorders.
