GEORGE TOWN: The present strategy of the Penang government to prioritise highways only serves to encourage motorists to drive and use the highways, particularly when they are free of charge.
Penang Island City (MBPP) councillor Dr Lim Mah Hui said if the state was serious about increasing the public transport mode share from the present paltry 3% to 40% by 2030, it should spend most, if not all, of the funds on public transport and not roads.
