THE fatwa on vaping and smoking issued by the National Fatwa Council is not legally binding as it is not gazetted at the state level, the House was told.
Minister in the Prime Minister's Department Datuk Seri Jamil Khir Baharom said the Constitution observed that all religious issues, including fatwa, fell under the purview of the state governments.
