GEORGE TOWN: The state government should reconsider incorporating the Penang Outer Ring Road plan, which was drafted in the 1980s, into the Penang Transport Master Plan to combat congestion in certain areas.
Former Penang acting chief minister Datuk Khor Gark Kim said the ring road was supposed to encircle through the back of the Penang City Park (formerly Penang Youth Park), cross Waterfall Road, to the back of Mount Erskine and Hong Seng Estate and come out to Fettes Road.
