BUTTERWORTH: Residents in two neighbourhoods here are up in arms over the recent killing of puppies by Seberang Prai Municipal Council workers.
Taman Emas and Taman Prai's Voluntary Patrolling Unit secretary M. Thuraisingam said it was preparing a shelter to house the puppies.
