The Women, Family and Community Development Ministry and the Social Welfare Department (JKM) have voiced their support of the ban on soup kitchens operating within a 2km radius of the city centre.

Women, Family and Community Development Minister Datuk Seri Rohani Abdul Karim explained that the Government did not intend to stop or punish others from doing charity, but that the ban was meant to discourage homeless people from relying on free meals, noting that “it is not good for a developed nation”.

JKM director-general Datuk Norani Mohd Hashim added that while their intentions are noble, soup kitchens should operate in suitable locations outside the Kuala Lumpur city centre.

Many homeless people in Kuala Lumpur are more comfortable living in the streets. A 28 year-old homeless man, called Along, said many of the city’s homeless can’t bear living in shelters because they are often “insulted”.

“We do have hearts and feelings, please don’t treat us like that,” Along said, adding that he had been unemployed due to the social stigma against his ex-convicts.
