THE first time I saw drug addicts in handcuffs was at the Penang magistrate’s court. They looked tensed probably because they were chained together and gawked at by the public.

Their family members and friends, seated among reporters in the public gallery at the back of the courtroom, looked downcast. Some elderly women were in tears.
