MIRI: The authorities have stumbled upon what may be a widespread dirty tactic used by local shipowners to carry out illegal fishing that bring in mega bucks.
The tactic involved using foreign crew to fish in marine rich waters off Sarawak shores, that are fishing zones reserved only for small scale fishing activity.
