THE proliferation of small businesses run by foreigners in Kuala Lumpur’s central business district (CBD), many of which are illegal, is not only creating social problems but also preventing Malaysians from earning a decent living.

What is even more worrying is that the number of businesses are mushrooming under the very nose of the authorities.
