THE Leong San Tong Khoo Kongsi does not have the legal right to allow lessees in Bandar Baru Air Itam in Penang to form a management corporation (MC), according to kongsi secretary Khoo Boo Hong.
He said the kongsi, which is the parcel proprietor of the strata title, is the only legal party to form the MC.
