UPGRADING work at the densely populated Rifle Range Flats in Penang will begin next month.
State Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said a contractor had been appointed to carry out the RM954,000 project for Blocks E and J where the walls and cement pillars had shown cracks.
