AN air of festivity prevailed as some 400 invited guests were treated to a hi-tea reception in conjunction with Yang di-Pertua Negri Tun Abdul Rahman Abbas’ 78th birthday celebration in Penang.
Organised by the state Welfare Department, the party was held at the Olive Tree Hotel.
