IT is that time of the year again – lawmakers and political advisers are gathering in Beijing for their annual meetings, kicking off a political high season in the capital of China.

On Tuesday, the steps of the Great Hall of the People were abuzz with a steady stream of delegates arriving for the opening ceremony of China’s top legislative advisory body, the National Committee of the Chinese People’s Political Consultative Conference (CPPCC).
