BERLIN (Reuters) - Germany's vice chancellor has spoken out for a "federalisation" of Ukraine once fighting between Ukrainian and Russian separatist forces in the eastern part of the country has ended.
Chancellor Angela Merkel said, however, that Sigmar Gabriel meant decentralisation.
