Datuk Dr Puad Zarkashi, an Umno supreme council member, said the study tour was organised by the Barisan Nasional Back Benchers Club (BNBBC) a few days before Sept 16, 2008, the date Opposition Leader Datuk Seri Anwar Ibrahim said he would form a new government.
The tour was to prevent attempts by opposition MPs to contact BN MPs to switch party.
