MANILA: The Philippine government did not sanction the payment of ransom in exchange for the freedom of Germans Viktor Stefan Okonek and Henrike Dielen from Abu Sayyaf terrorists.
The couple had been in captivity since April after being abducted from militants from their yacht off the western Philippine province of Palawan as they were sailing to Sabah.
