PUTRAJAYA: The police had played judge and jury when they came under probe over the death of suspected car thief A. Kugan in police custody, the Court of Appeal has held.
Justice David Wong Dak Wah said that the Bench was perturbed by the admission of the then Selangor police chief Deputy Comm Tan Sri Khalid Abu Bakar that he had negotiated with the Attorney-General for the investigation to be confined to an offence under Section 330 of the Penal Code.
