KUALA LUMPUR: A construction supervisor has been fined a total of RM30,000 for attempting to bribe Syarikat Bekalan Air Selangor (Syabas) officers despite being warned that it was an offence.
Yong Yaw Loong, 37, pleaded guilty to offering RM3,000 in cash to Syabas enforcement officer Nasir Othman as inducement to illegally reconnect water supply to his company’s construction site.
Yong also admitted to a second charge of giving a RM3,000 bribe to Nasir.
Both crimes occurred at a meeting room on Pembinaan Bintang Baru Sdn Bhd’s construction site in Jalan Ampang, Section 89, Ampang, on June 26 last year.
Nasir, who was working with Malaysian Anti-Corruption Commission (MACC) officers to curb corrupt practices involving Syabas staff, was conducting an inspection of the site belonging to Pembinaan Bintang Baru when Syabas officers found a suspected illegal connection.
After Yong, the senior project manager, confirmed that the connection was illegal, he invited Nasir and the other Syabas officers to the meeting room where he offered the RM3,000 bribe.
Among the Syabas officers were two undercover MACC officers dressed as Syabas personnel.
Despite being repeatedly warned by Nasir that bribery was a crime, Yong proceeded to hand over RM3,000 in RM100 notes.
Nasir passed the cash to the two undercover MACC officers, who then arrested Yong.
DPP Wong Poi Yoke urged the court to hand down an adequate punishment as the offence, under Section 24(1) of the MACC Act, was a serious one, punishable with 20 years’ jail.
Counsel Ramesh Lachmanan pleaded for leniency, saying his client was the sole breadwinner for his wife and three children and was remorseful over the crime.
Judge Ahmad Zamzani Mohd Zain sentenced Yong to a day’s jail and fined him RM15,000 for each count.
