Prior to the incident, the centre's inmates were gathered near the office during a changing of shifts for guards. The inmates apparently made a dash to the motorcycle which was parked outside the unlocked gates of the centre.
It is unclear how the inmates found the motorcycle keys belonging to the security staff.
