Move to raise HR proficiency

MALACCA: Three key agendas have been earmarked by the Government to safeguard the welfare of workers and to bring the competency of human resources to greater heights, said Datuk Seri Najib Tun Razak.

The Prime Minister said they were the strengthening of the human resource market to make it efficient, streamlining the social safety net and harmonising the industrial relationship.

“This is an initiative by the Government to protect the welfare of workers and enhance their skills.

“The current trend of lower rate of resignations and an increase in loyal employees is a reflection that many employers have acted to provide better working conditions,” he said at the opening of Workers’s Day Gathering at the Malacca International Trade Centre at Ayer Keroh here yesterday.

Najib said based on the survey by the Malaysian Employers Federation, the salary increase enjoyed by employees in the private sector showed a 6.6% hike in 2013 compared to 6% the year before.

He said the survey also showed 98% of companies had implemented the minimum salary policy introduced early last year.

Najib noted that the streamlining of the social safety net for employees involved the revision of laws relating to human resource management through a holistic approach and tripartite mediation with all stakeholders until amicable agreements could be reached.

“A contemporary Human Resources Law is warranted to ensure the social safety net for employees would lead to a leap in productivity and work quality at work places,” he said.

Najib said the agenda to a harmonious industrial relationship was a precursor to sustaining an impacted business ambience and catalysing economic growth.

He also called on workers’ unions to foster closer working relationships with employers to ensure conducive working environments for all.

On another matter, Najib said an increase in revenue through the implementation of the Goods and Services Tax (GST) would enable the Government to consider the requests from the rakyat, including an increase in allowances for civil servants.

He said the GST was an efficient tax collection mechanism where the Government could re-channel its earnings to the people.

He said the GST would have more positive effects and was not designed to burden the people as revenue could be used to uplift the quality of life for Malaysians.
