GEORGE TOWN: It has been five months since the MySikap system by the Road Transport Department (JPJ) encountered difficulties. Until yesterday, little had changed.
It was designed to handle a myriad issues relating to road transport matters, but due to a problem reportedly caused by a small-capacity server, it could not meet the deluge of users.
The nearly 1,000 types of transactions that were supposed to be handled by the MySikap system included vehicle registrations, licence and road tax renewals, change of vehicle ownership and summons payments.
Designed to replace the older Sikap system, the upgrade saw an initial rollout on July 25 and July 26, though it went through a foul-up and had to be fine-tuned before Nov 1.
Problems that surfaced included slow retrieval of its database, errors when inputting data, slow loading and registration errors.
On Nov 25, the system was reportedly still not stabilised, causing thousands of people to wait for days to renew their official motoring particulars.
Nothing has since changed after acting Transport Minister Datuk Seri Hishammuddin Tun Hussein reportedly said more adjustments were needed.
Y.L. Lau, 54, from Sungai Ara said she had unsuccessfully attempted to renew her vehicle road tax since the first week of this month.
“I work in Batu Maung so I went to the post office there to renew my road tax. They told me the system was down.
“I also went to the JPJ office in Batu Uban three times but could not renew my road tax as many others were waiting for their turn.
“Now, my road tax has expired. I cannot take too many days off from work to renew it,” she said, adding that the JPJ staff were not helpful when approached with questions.
Motorists have turned to Twitter to vent their frustrations, claiming that only several counters were opened at JPJ Batu Uban yesterday. Some said they waited for over five hours for their turn to renew their driving licence.
Penang JPJ director Datuk Hassan Yaacob said hundreds of motorists were turning up daily at the JPJ offices in Batu Uban and Seberang Jaya to renew their driving licence and road tax. He advised them to be patient, adding that the system was temporarily unavailable at post offices.
