KUALA LUMPUR: The use of handcuffs on detainees is police standard operating procedure, except on juvenile offenders, said Sentul police chief ACP Zakaria Pagan.
He said detainees would be handcuffed when they were taken out of the lock-up for security reasons, and the exception did not apply to student activist Adam Adli Abdul Halim.
He was commenting on pictures of Adam Adli in handcuffed which went viral on social sites.
