JOHOR BARU: More than 1.3 million civil servants are unhappy with the new Public Service Remuneration Scheme (SBPA) as it is unfair to those on the lower salary grades, said Cuepacs president Datuk Omar Osman.
Omar said he had received complaints from many civil servants including state department directors over the SBPA.
