IT IS amazing how the Klang Valley suffers from a perennial shortage of treated water. I recall the first time it hit us bad, back in 1998.
It was the year we first came head to head with El Nino, and the resultant drought dried up the three main reservoir dams of Klang Gates, Batu Dam and Semenyih Dam.
