THE owner of Mun Choong Restaurant cannot use the penthouse it is constructing above the restaurant in Pasir Puteh for commercial purposes and certainly not as a ballroom to host dinners.

Confirming that the owner’s plans for a penthouse to be built had been approved by the Ipoh City Council, its corporate affairs principal assistant director Normala Latiff said by definition, a penthouse was only for personal dwelling purposes.
