WHILE Kuala Lumpur City Hall (DBKL) has no power to prosecute developers of abandoned projects, legal experts are saying that in cases involving public health and safety, the mayor has statutory power under the Local Government Act 1976 to act on complaints.

A planning expert, who wished to remain anonymous, said the most City Hall can do is issue compounds to the owner for breeding mosquitoes in stagnant water and sheltering vagrants and drug addicts, if there are complaints. And even then, issuing compounds is pointless if the developer has gone into receivership,’’ he said.
