THE outcome of the Balingian by-election was never really in doubt. What questions there were had to do with voter turnout and the size of the majority.

As it happened, voter turnout on March 29 was 72%, slightly higher than the 70% recorded in the 2011 state election but well shy of the Election Commission’s target of 80%.
