MAYOR Datuk Seri Ahmad Phesal Talib, when announcing the Kuala Lumpur City Hall 2014 Budget totalling RM2.79bil, said his focus was to ensure an efficient and effective administration while emphasising on infrastructure such as roads, streetlights and drainage systems.
