FROM next year, the Selayang Municipal Council (MPS) will implement a ruling that all mongrel and mixed breed dogs above five months old must be neutered in order to be issued a licence.
The council claims mongrels and mixed breeds comprise 90% of strays. MPS is believed to be the first local council to implement the condition.
