THE Penang Municipal Council (MPPP) will blacklist errant billboard owners who fail to comply with regulations effective April 1.
MPPP councillor Ong Ah Teong said owners who applied for a specific size billboard but later changed the size of the structure would be blacklisted once the Advertisement By-Laws 2000 takes effect.
